Reinventing Government Act - Establishes an independent Commission on Government Reform to transmit to the President and the Congress findings and recommendations regarding reforms of the organization and operations of the executive branch that would improve governmental performance while minimizing costs.

Sets forth procedures for consideration of Commission recommendations by the President and the Congress and their implementation by the President.

Authorizes appropriations.
