Supplemental Appropriations Rescissions Act of 1994 - Rescinds FY 1994 funds made available to: (1) the Federal Bureau of Investigation for the automation of fingerprint identification services; (2) the Federal Railroad Administration for the conversion of a post office to a train station and commercial center; and (3) the Department of Housing and Urban Development for assistance to sugarcane mills on the Hilo-Hamakua Coast of Hawaii.

Repeals the authority of the Secretary of Transportation to use specified funds to relocate, repair, and lay up the nuclear ship SAVANNAH.
