Tobacco Education and Child Protection Act - Declares it to be unlawful to manufacture, package, distribute for sale, or advertise tobacco products without specified health warning labels.

Repeals the Federal Cigarette Labeling and Advertising Act and the Comprehensive Smokeless Tobacco Health Education Act of 1986 one year after the effective date of this Act.
