National Forest Health Act - Authorizes the Secretary of Agriculture or the Secretary of the Interior to declare that a forest health emergency exists on Federal lands under their respective jurisdictions. Requires the appropriate Federal land management agency, upon such declaration, to develop a forest health improvement program.

Directs the Secretary of the Interior to establish a special fund to be used for timber sales and salvage and forest rehabilitation and maintenance.

Directs the Secretary of Agriculture to prepare an annual forest health report.

Amends the Wildfire Disaster Recovery Act of 1989 to extend the deadline for the report of the National Commission on Wildfire Disasters.
