National Presidential Debates Act of 1993 - Amends the Internal Revenue Code to require as a condition of eligibility to receive payments from the Presidential Election Campaign Fund that major or minority presidential candidates agree to participate in at least three debates sponsored by a nonpartisan entity. Requires a corresponding agreement by vice-presidential candidates, but for a minimum of only one debate.
