Arson Prevention Act of 1993 - Amends the Federal Fire Prevention and Control Act of 1974 to direct the Administrator of the United States Fire Administration, through the Office of Fire Prevention and Arson Control, to carry out a demonstration program to provide two-year grants to States for programs relating to arson research, prevention, and control.

Sets forth: (1) goals which the Administrator shall ensure are each embodied within one or more grant awards; (2) State funding requirements and additional renewal periods for such grants; and (3) sunset provisions.

Expresses the sense of the Congress that grant recipients should purchase, when available and cost effective, American-made equipment and products when expending grant monies. Directs the Administrator, in allocating grants, to provide each recipient with a notice to that effect.

Prohibits making funds available to a State or local government unless such government has a policy of actively promoting the training of its fire fighters in cardiopulmonary resuscitation.

Authorizes appropriations, including appropriations for the expansion of arson investigator training programs at the National Fire Academy, the Federal Law Enforcement Training Center, and the Federal Bureau of Investigation Academy, or through regional delivery sites.
