Calls upon the President to conclude negotiations leading to an "open skies" bilateral aviation agreement between the United States and the United Kingdom before March 17, 1994. Encourages the President, if the United Kingdom has prevented productive negotiation of an agreement, to eliminate rights previously authorized for British carriers that are not available to U.S. carriers.

Declares that the Congress will not approve legislation to increase the amount of allowable investment in U.S. airlines by foreign nationals until the United States and United Kingdom have agreed to a new bilateral aviation agreement, consistent with the U.S. goals for liberalization.
