Urges the President to reach agreement with Mexico and Canada on the establishment of a North American Commission on the Environment (NACE) to address environmental concerns and promote the protection of the environment and the public health in the North American Free Trade Agreement (NAFTA) region.

Urges NACE to create a Border Environmental Fund to address cleanup of existing environmental problems and construction of facilities to help prevent future environmental and related public health problems in the U.S.-Mexico border region. Urges NACE to participate as an equal partner with the Free Trade Commission established under NAFTA on environmental issues related to NAFTA.

Requires NACE to establish and oversee a Secretariat comprising national sections.
