Expresses the sense of the Senate that the Secretary of Agriculture should study options for implementing universal-type (nonincome-based Federal reimbursement) school lunch and breakfast programs that include assessment of: (1) administrative structure; (2) nutrition education; (3) increased school participation; (4) funding options; (5) a la carte food policy; (6) administrative cost savings; and (7) necessary legislative action.

Directs the Secretary to include a study report, with a specified final report, required by the Food, Agriculture, Conservation, and Trade Act of 1990.
