Tax Fairness and Accountability Act of 1991 - Requires an affirmative vote of three-fifths of the Members of the Senate to approve any bill or amendment which increases revenue.

Amends the Congressional Budget Act of 1974 to declare that any bill, resolution, or amendment that reduces revenues may be approved by a simple majority of the Senate.
