Federal Recycling Incentive Act - Amends the Solid Waste Disposal Act to direct the Administrator of General Services to: (1) establish, and periodically modify, a program requiring Federal agencies to separate and collect solid waste (including high-grade paper, newspapers, aluminum, bottles, and containers) for recycling; (2) establish and implement a system for monitoring and enforcing the provisions of this Act; and (3) report periodically to the Congress as to the extent of compliance for the preceding 12-month period.

Authorizes Federal agencies to retain any moneys received from the sale of such waste for use in carrying out their functions.

Authorizes appropriations.
