Plain-English summary
Requires the Secretary of Commerce to notify specified congressional committees of changes in the methodology used to develop any numbers used in a formula for distributing funds to States or political subdivisions if that change causes an increase or decrease of $5 million in the funds allocated to any State.
Prohibits a number affected by such change from being published or designated as an official number or being used by any Federal agency to distribute funds until 60 days after such notification.
