Amends title XVIII (Medicare) of the Social Security Act to: (1) require the first triennial review and revision of the geographic adjustment factor for Medicare physicians' services to apply to services furnished on or after January 1, 1994; and (2) authorize the Secretary of Health and Human Services to make a special adjustment to the geographical indices to correct for unique local circumstances.

Requires a Health and Human Services study and report to the Congress with respect to the triennial review and revision of such indices.

Requires the Physician Payment Review Commission to study and report to the Congress with respect to providing a special adjustment for physicians in isolated areas.
