Electric Financing Amendments Act of 1992 - Amends the Rural Electrification Act of 1936 to: (1) limit the amount of capital that a rural electric cooperative can have and still receive a Rural Electrification Administration (REA) guaranteed loan; (2) require REA to provide lien accommodations for private loans on an equal and pro rata basis to the REA-held loan (unless such additional private debt will adversely affect the borrower's ability to repay the REA); and (3) authorize discounted REA loan repayment under specified conditions.
