Veterans Dignity in Health Care Act of 1991 - Directs the Secretary of Veterans Affairs to ensure that any veteran who is furnished hospital, nursing home, or domiciliary care in a Department of Veterans Affairs (Department) facility shall be entitled to purchase and consume tobacco products there.

Requires the Department to maintain, and veterans being treated to have access to: (1) a commissary or canteen for the purchase of such products; and (2) a suitable indoor area for consumption of the products.
