Congressional Pay Reform and Accountability Act of 1991 - Amends the Legislative Reorganization Act of 1946 to declare the rate of pay for Members of Congress to be that payable on the date of the enactment of this Act.

States that the provisions of this Act applicable to the House of Representatives and the Senate are enacted by the Congress as an exercise of its rulemaking power with full recognition of the constitutional right of either House to change such rules.

Amends rule VIII of the Rules of the House of Representatives and rule XII of the Standing Rules of the Senate to require: (1) a recorded vote on final passage of legislation that adjusts the pay of Members of Congress; and (2) such legislation to be considered separately from other legislation.
