Liberian Relief, Rehabilitation, and Reconstruction Act of 1992 - Expresses the sense of the Congress that the President should continue to support the peacekeeping efforts in Liberia being carried out by the Economic Community of West African States.

Amends the Foreign Assistance Act of 1961 to authorize the President to provide assistance for civil strife relief, rehabilitation, and general recovery in Liberia. Makes funds available for such purposes.

Permits assistance to the Liberian Government during FY 1992 and 1993 only if the President reports to the Congress that such government has achieved substantial progress toward reconciliation and toward free and fair elections monitored by international observers.
