NASA Quality Assurance and Contracting Reform Act of 1991 - Prohibits the National Aeronautics and Space Administration (NASA) from entering into any contract which waives liability that would otherwise attach to the contractor for defects in material or workmanship or for failure to conform to the contract.

Prohibits a person providing articles to NASA under contract from excluding NASA quality assurance personnel from work sites, unless provided in a contract provision submitted by the NASA Administrator to the Congress in advance.
