Plain-English summary
Radiation Protection Act of 1991 - Amends the Atomic Energy Act of 1954 to affirm State authority to regulate the disposal of certain low-level radioactive waste (or other practices, materials, or emissions involving radioactivity) if the Nuclear Regulatory Commission (NRC) either deregulates or issues a regulation of such disposal or practices that is determined ineffective by a State seeking to protect the public health and safety.
Declares that certain policy statements issued by the NRC relating to radioactive waste below regulatory concern have no effect as of the date of enactment of this Act.
