Amends the Omnibus Crime Control and Safe Streets Act of 1968 to direct the Bureau of Justice Assistance to pay the same benefit to public safety officers for permanent and total disability as that payable for death benefits (i.e., $100,000; currently, the Bureau is directed to pay up to that amount, to the extent appropriations are provided, subject to specified limitations).

Makes this Act applicable with respect to injuries occurring on or after November 29, 1990.
