Quinebaug and Shetucket Rivers Valley National Heritage Corridor Act of 1992 - Establishes: (1) the Quinebaug and Shetucket Rivers Valley National Heritage Corridor in Connecticut; and (2) the Quinebaug and Shetucket Rivers Valley National Heritage Corridor Commission to assist appropriate Federal, State, regional planning organizations, and local authorities in the development and implementation of an integrated resource management plan for the Corridor's lands and water to be submitted to the Secretary of the Interior and the Governor of Connecticut for review and approval.

Terminates the Commission after the enactment of this Act. Provides for a five-year extension of the Commission beginning on the date of such termination if: (1) the Commission determines it is necessary to carry out the provisions of this Act and submits such proposed extension to specified congressional committees; and (2) and the Secretary, in consultation with the Governor, approves the extension.

Sets forth the duties of: (1) the Secretary, in consultation with the Governor, with respect to approval or disapproval of the plan; and (2) other Federal entities conducting or supporting activities directly affecting the Corridor.

Authorizes: (1) appropriations for FY 1993 to carry out this Act; and (2) annual appropriations to the Commission and the Secretary to carry out their duties under this Act.
