Aircraft Noise Research and Abatement Act of 1992 - Directs the Administrators of the Federal Aviation Administration and of the National Aeronautics and Space Administration to conduct a joint research program to develop by the year 2000 new technologies for quieter subsonic jet aircraft engines and airframes.

Authorizes appropriations.

Requires an annual progress report to the Congress.
