Federal-State Pesticide Regulation Partnership Act of 1991 - Amends the Federal Insecticide, Fungicide, and Rodenticide Act to remove the authority of political subdivisions to inspect records of persons selling or delivering pesticides for purposes of enforcing such Act.

Prohibits local governments from imposing or continuing any requirement regarding pesticides or devices.
