Plain-English summary
Amends the Marine Protection, Research, and Sanctuaries Act of 1972 to authorize appropriations for FY 1992 through 1995 to carry out provisions relating to the regulation of ocean dumping.
Authorizes the seizure and forfeiture of vessels used in violation of certain ocean dumping provisions of such Act.
Requires interest earned on Federal funds by the National Fish and Wildlife Foundation and its subgrantees be used to fund projects and programs approved by the Foundation.
