National Plastics Recycling Research and Development Act of 1991 - Requires the Administrator of the Environmental Protection Agency to: (1) establish three National Plastics Recycling Research and Development Centers at institutions of higher education; and (2) make grants to such Centers in the amount of 50 percent of the funds required to conduct assigned activities. Authorizes appropriations.
Directs the Secretary of Commerce, acting through the Director of the National Institute of Standards and Technology, to establish the National Clearinghouse on Plastics Recycling, to be located at one of the Centers. Authorizes appropriations.
