Precursor Chemicals Control Act of 1991 - Amends the Controlled Substances Act to: (1) authorize the Attorney General to provide for the registration of handlers of listed precursor chemicals; and (2) establish penalties for violation of such registration requirement.

Eliminates the exemption from regulatory provisions with respect to listed chemicals for any transaction in such a chemical that is contained in a drug that may be marketed or distributed lawfully in the United States under the Federal Food, Drug, and Cosmetic Act.
