Amends the Federal Employees Pay Comparability Act of 1990 to allow prevailing rate employees to receive locality-based comparability pay adjustments.

Grants an eight percent pay increase to prevailing rate employees who work in: (1) the New York-Northern New Jersey-Long Island Consolidated Metropolitan Statistical Area; (2) the San Francisco-Oakland-San Jose Consolidated Metropolitan Statistical Area; or (3) the Los Angeles-Anaheim-Riverside Consolidated Metropolitan Statistical Area.
