Social Security Benefits Improvement Act of 1991 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to alter the formula for computing the primary insurance amount of individuals who attain age 65 in or after 1982 and are subject to the benefit computation rules of the Social Security Amendments of 1977.

Removes the limitation on the amount of outside income which an OASDI beneficiary may earn without incurring a reduction in benefits.

Provides that individuals shall not be considered to have engaged in substantial gainful activity for disability benefit eligibility purposes unless their earnings exceed the amount currently allowed only for blind individuals.
