Expresses the sense of the Congress that: (1) the leaders of Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan should take steps to implement all commitments on human rights, fundamental freedoms, and humanitarian cooperation contained in the Helsinki Final Act, the Charter of Paris for a New Europe, or any other document of the Conference on Security and Cooperation in Europe; (2) the parliamentary leaders of these states should consider establishing mechanisms for the promotion and protection of human rights and fundamental freedoms; and (3) the President should convey to the leaders of these states that respect for such rights and freedoms is a vital element in achieving genuine security and cooperation in Europe and should keep the Congress informed of the status of human rights and fundamental freedoms in each of these states.
