Denounces the military offensive in Angola and urges an immediate ceasefire and withdrawal of MPLA forces.

Supports a peaceful settlement leading to free and fair elections.

Urges the U.S. Government to: (1) request the Soviet Union to urge the MPLA to cease its offensive and enter into direct negotiations with UNITA; and (2) continue to assist UNITA and assist in bringing about a negotiated settlement in Angola.
