Agricultural Nitrogen Education and Management Act of 1989 - Directs the Secretary of Agriculture to establish an Agricultural Nitrogen Best Management Practices Task Force to: (1) develop agricultural best management practices for agricultural nitrogen utilization; (2) develop and disseminate related educational and training materials; and (3) report to the Congress with regard to such efforts.

Authorizes appropriations.

Amends the Federal Water Pollution Control Act to make certain nonpoint source management reports available to the Task Force.
