Agricultural Program Reporting, Recordkeeping, and Service Center Improvement Act of 1989 - Requires the Secretary of Agriculture to report to the appropriate congressional committees specific proposals to reduce agricultural program recordkeeping and paperwork requirements required of agricultural producers, including agricultural cooperatives.
