Amends the Appalachian Regional Development Act of 1965 to authorize appropriations for FY 1990 through 1994 for the Appalachian development highway system.

Directs the Appalachian Regional Commission to allocate funds appropriated under this Act among the States within the Appalachian region according to a specified formula.
