Congressional Pay Act of 1989 - Amends the Federal Salary Act of 1967 to extend from 30 days to 60 days the time the Congress has to disapprove the presidential pay recommendations with respect to executive, legislative, and judicial salaries.

Changes the schedule for making appointments to the Commission on Executive, Legislative, and Judicial Salaries and the times for the Commission to submit reports to the President.
