Avenue of the Saints Authorization Act - Directs the Secretary of Transportation to carry out a highway project to demonstrate the feasibility and benefits of improved highway access between major metropolitan areas by providing an improved four-lane facility between Minneapolis and St. Paul, Minnesota, and St. Louis, Missouri.
Authorizes appropriations out of the Highway Trust Fund.
Directs the Secretary to delegate responsibility for construction of the project to the State in which such project is located upon request of such State.
