Soil and Water Improvement and Maintenance Act of 1990 - Amends the Food Security Act of 1985 to extend the conservation reserve program through crop year 1995.
Provides for the enrollment of: (1) environmentally sensitive lands; and (2) lands that border production fields and are near streams or rivers.
Amends the Agricultural Act of 1949 to count as two acres for acreage base purposes each acre of land removed from production under an acreage reduction program and used for surface reservoirs.
