Alternative Agricultural Products Research Act of 1989 - Establishes in the Department of Agriculture the New Products Research Board to be administered by the Assistant Secretary of Agriculture for Science and Education. States that the Board shall advise the Assistant Secretary with respect to research project selection and evaluation under this Act.

Authorizes a plant modification research program focusing on the development and production of new (non-food and -fiber) industrial and commercial products. Gives priority to biotechnological research projects. Sets forth project selection criteria.

Authorizes FY 1990 through 2008 appropriations.
