National Magnetic Levitation Research and Development Act of 1990 - Directs the President to designate a lead Federal agency or agencies, in collaboration with other specified Federal agencies, to develop a national strategic plan for research, development, and demonstration leading to a national magnetic levitation transportation system. Requires such lead agency or agencies to conduct a national competition in which grants shall be awarded for research and development of a design for such system. Sets forth criteria for the selection of a design.

Requires the Secretary of Energy, in collaboration with the lead agency or agencies, to establish a long-term, advanced magnetic levitation research and development program. Requires the Secretary to designate one of the National Energy Laboratories as the Lead Magnetic Levitation Research and Development Center with responsibility for the research and development program.

Provides for the protection of trade secrets and other information resulting from activities under this Act.

Authorizes appropriations.
