Small Business National Resource Development and Employment Opportunity Act - Amends the Small Business Act to authorize the Administrator to make grants to or enter into contracts with State and local governments for the purpose of contracting with small businesses to plant trees on lands controlled by such governments.

Makes the Administrator responsible for formulating a national small business tree planting program. Authorizes appropriations.
