Stewart B. McKinney Homeless Assistance Amendments Act of 1990

Stewart B. McKinney Homeless Assistance Amendments Act of 1990 - Title I: Interagency Council on the Homeless - Amends the Stewart B. McKinney Homeless Assistance Amendments Act (SBMHAA) to authorize appropriations through FY 1992.

Extends the Interagency Council on the Homeless through FY 1992.

Title II: Federal Emergency Management Food and Shelter Program - Amends SBMHAA to authorize appropriations for the Federal Emergency Management Food and Shelter Program through FY 1992.

Requires the appointment of an Indian board member in any locality within which there is a reservation or a portion thereof.

Title III: Housing Assistance - Amends SBMHAA with regard to housing assistance. States that the provisions and amendments of this title shall not take effect if the National Affordable Housing Act (S. 566) is enacted prior to this Act. (S. 566, containing these same provisions and amendments, was enacted prior to this Act.)

Title IV: Use of Public Real Property to Assist the Homeless and Census Study - Amends SBMHAA to revise the process for identifying surplus Federal property and using it for the homeless to require: (1) the Secretary of Housing and Urban Development, on a quarterly basis, to request Federal agency information regarding excess or underused buildings and real property; (2) an agency to respond within 25 days of such request; (3) the Secretary to identify within 30 days the suitability of such properties for homeless assistance, and to notify the appropriate agency promptly; (4) the agency to respond with regard to property availability within 45 days; (5) the Secretary to make such information available to the public (including a toll-free number and publication in the Federal Register) and transmit such information to the Interagency Council on the Homeless and to State and regional homeless assistance coordinators; (6) each agency to report annually to the Secretary regarding available properties; and (7) a 60-day holding period for making property available, and a 90-day application period.

Directs the General Accounting Office (GAO) to study and report to the Congress about the counting of the homeless for the national census.

Title V: Health Care for the Homeless - Subtitle A: Categorical Grants for Primary Health Services and Substance Abuse Services - Amends the Public Health Service Act, with regard to grants for primary health and substance abuse services for the homeless, to waive the Medicaid provider requirement for an organization that provides such services free or without third-party reimbursement, including Federal, State, or insurance reimbursement. States that voluntary donations shall not be considered reimbursements.

Increases FY 1991 appropriations. Authorizes FY 1992 through 1994 appropriations.

Authorizes the Secretary of Health and Human Services (Secretary) to make matching grants to eligible entities for outreach and primary health services for homeless children. Authorizes FY 1991 through 1993 appropriations.

Subtitle B: Formula Grants to States for Assistance Regarding Transition From Homelessness - Amends the Public Health Service Act to revise the block grant program for services to homeless persons who are chronically ill, including: (1) extending authorization of appropriations through FY 1994; and (2) increasing minimum allotments from $275,000 to $300,000 for the States, the District of Columbia, and Puerto Rico; (3) extending coverage to substance abuse; and (4) providing special program consideration to veterans.

Subtitle C: Authorization of Appropriations for Community Demonstration Projects - Amends SBMHAA to authorize appropriations through FY 1993 for community demonstration projects for chronically mentally ill homeless persons.

Amends the Public Health Service Act to authorize appropriations through FY 1993 for community demonstration projects for alcohol and drug abuse treatment for homeless persons.

Title VI: Education, Training, Community Service, and Family Support - Stewart B. McKinney Homeless Assistance Amendments Act of 1990 (SIC) - Subtitle A: Provisions Relating to Literacy and Education - Amends SBMHAA to authorize appropriations through FY 1993 for the statewide literacy initiative.

Revises the grant program for the education of homeless children and youth to: (1) permit grants to local agencies under specified conditions; (2) obligate specified funds for Indian programs and programs in the Territories; (3) provide programs for school personnel to heighten awareness of the education and related problems of homeless children and youth; and (4) provide for liaison with social service agencies and with homeless families. Authorizes: (1) appropriations through FY 1993; and (2) States to reserve up to five percent of such funds for related State activities.

Replaces the current exemplary grant program with a program of grants for the educational success of homeless children and youth. Provides with regard to such grants that: (1) State educational agencies shall make funds available to local educational agencies; (2) services may be provided on school grounds or other nonsectarian facilities; (3) at least 50 percent of grant amounts shall be for primary education activities, and between 35 percent and 50 percent of grant amounts shall be for related activities; and (4) grant awards shall be for a two-year maximum.

Subtitle B: Job Training for the Homeless - Amends SBMHAA to authorize appropriations for job training for the homeless, and extend program authority, through FY 1993.

Amends the Job Training Partnership Act to authorize job corps centers to provide services and facilities to homeless families in connection with State or local agencies.

Subtitle C: Emergency Community Services Homeless Grant Program - Amends SBMHAA to permit up to five percent of emergency community services grant amounts to be used for administrative costs. Includes within eligible fund use: (1) building renovation (limited to not more than 50 percent of funds); and (2) violence counseling and related training. Authorizes appropriations through FY 1993.

Subtitle D: Evaluation and Reports - Amends SBMHAA to direct the Secretary to evaluate Department of Health and Human Services programs for the homeless and the effectiveness of coordinating such programs with other Federal and federally-assisted programs.

Directs GAO to study and report to the appropriate congressional committees on the extent to which Federal laws or policies prevent Federal facilities (such as cafeterias) from making excess food available for the homeless.

Subtitle E: Homeless Prevention Demonstration Programs - Amends SBMHAA to authorize the Secretary to make up to 30 grants to eligible entities for comprehensive support services for low-income and very low-income homeless persons living in subsidized housing who are at risk of becoming homeless or who were previously homeless.

Requires a participating entity to: (1) establish at least one primary location family support center; and (2) employ family case managers.

Limits grant amounts to $2,500,000 per year, or $4,000,000 for two years.

Directs the Secretary to make up to five demonstration grants to local education agencies to provide training and support services to economically disadvantaged public housing residents (gateway programs). Gives eligibility priority to single heads of households with young dependent children. Requires a program to provide: (1) outreach programs; (2) literacy and bilingual education where appropriate; (3) remedial education; (4) employment training; and (5) child and dependent care. Requires: (1) independent program evaluations; and (2) the Secretary to report to the appropriate congressional committees. Authorizes FY 1991 through 1993 appropriations.

Subtitle F: Preventive Services Regarding Children of Homeless Families or Families at Risk of Homelessness - Amends the Child Abuse Prevention and Treatment Act to authorize the Secretary to make matching grants to State and local agencies for the prevention of child abuse and family separation with regard to children whose families are homeless or at risk of becoming homeless. Requires: (1) cooperative agreements with appropriate public and private agencies; (2) joint training of personnel; and (3) annual program reports to the Secretary. Requires the Secretary to conduct program evaluations and report to the Congress. Authorizes FY 1992 appropriations.

Title VII: Veterans Programs - Amends SBMHAA of 1988 to authorize appropriations for veterans medical programs through FY 1992.
