Centralized Certification of Socially and Economically Disadvantaged and Women Owned Business Enterprises Act of 1989 - Mandates that any entity seeking certification as a socially and economically disadvantaged business enterprise or as a women owned business enterprise in order to participate in any federally funded program must submit a request for such certification to the Administrator of the Small Business Administration. Provides that such certification shall be the only one required under any such program.

Directs the Administrator to promulgate certification standards. Declares that the community property laws of a jurisdiction shall not apply with respect to such certification.
