Establishes the Commission on the Goddess of Democracy Statue to erect a statue on Federal land in the District of Columbia resembling the statue displayed in June 1989 by prodemocracy demonstrators in Tiananmen Square, Beijing, China. Specifies the duties of the Commission, its membership, and sources of funding.

Authorizes the President to offer such statue to the Chinese people to be displayed in China when the President determines that the Chinese Government will respect the democratic principles that led to the display of the original statue.
