Amends Federal Property and Administrative Services Act of 1949 provisions relating to correctional facility use of surplus property to allow the Administrator of General Services to transfer or convey to any State or nonprofit institution property determined by the Secretary of Health and Human Services to be required for substance abuse treatment and rehabilitation under an appropriate program approved by the Secretary.
Declares that transfers and conveyances under this Act shall be made by the Administrator without monetary consideration to the United States.
