Panama Canal Act Amendments of 1990 - Amends the Panama Canal Act of 1979 to set at a daily rate equivalent to level V of the Executive Schedule the compensation of members of the Supervisory Board of the Panama Canal Commission who hold no office with the governments of either the United States or Panama.

Authorizes payment of the overseas recruitment or retention differential provided for in the Act to the Deputy Administrator and Chief Engineer of the Commission, if eligible.

Provides for eligibility for and computation of retirement annuities for certain Commission employees.

Amends the Panama Canal Commission Compensation Fund Act of 1988 to provide that the Panama Canal Compensation Fund: (1) shall be maintained by the Secretary of the Treasury; (2) shall be available for transfer to the Employees' Compensation Fund; and (3) may be discontinued only in accordance with this Act.
