Directs the President to create, not later than one day after enactment of this Act, an emergency board to investigate and report to the President about the disputes between Eastern Airlines and the International Association of Machinists and Aerospace Workers, the Air Line Pilots Association, and the Transport Workers Union of America.

Requires that such board be created in accordance with the Railway Labor Act, except that the board's report must be submitted within 14 days (rather than 30 days). Allows the President to extend such deadline by up to five additional days.

Provides for a seven-day (rather than 30-day) period after the board's report during which the parties may not change (except by agreement) the conditions out of which the dispute arose.

Limits to 21 days the maximum period after creation of the board during which the parties may not change (except by agreement) the conditions out of which the dispute arose. Extends such 21-day maximum period only by the number of days by which the President extends the 14-day report deadline.
