Federal Facilities Compliance Act of 1989 - Amends the Solid Waste Disposal Act to authorize the Administrator of the Environmental Protection Agency to commence an administrative enforcement action under such Act against any Federal entity or employee responsible for the disposal or management of solid waste. Provides that no Government agent, officer, or employee shall be personally liable for any civil penalty under any Federal or State solid or hazardous waste law.
