Title I: Housing and Urban Development - Makes emergency supplemental FY 1990 appropriations for the emergency shelter grants program under the Stewart B. McKinney Homeless Assistance Act.
Title II: Health and Human Services - Makes emergency supplemental FY 1990 appropriations for: (1) health services for the homeless under the Public Health Service Act; and (2) community mental health services for the homeless under the Public Health Service Act, as authorized in the Stewart B. McKinney Homeless Assistance Act.
