FY '91 Quality of Life Budget - Sets forth findings regarding fiscal priorities and summaries of budget functions and the concurrent resolution on the budget for FY 1991, including the appropriate budgetary levels for FY 1992 and 1993.

Expresses congressional disagreement to the Office of Management and Budget economic forecasts. Rejects FY 1991 unemployment level estimates, adopting instead a Humphrey-Hawkins target under the Full Employment and Balanced Growth Act of 1978.

Sets forth: (1) maximum deficit amounts; and (2) recommended budgetary levels of Federal revenues, new budget authority, budget outlays, the public debt, and Federal credit activity, including funding for each major functional category.
