Expresses the sense of the Congress that the President: (1) is to be commended for his actions thus far in combatting terrorism; (2) should aggressively pursue increased cooperation with our allies and with the Soviet Union in preventing and responding to terrorism; and (3) should immediately conduct a comprehensive assessment of U.S. antiterrorism policy by reviewing the 1986 Report of the Vice President's Task Force on Combatting Terrorism.

Specifies that such review should include recommendations for changes in laws, policies, and regulations necessary to protect commercial air transport and on policy criteria for determining when, if, and how to use force to preempt, react to, and retaliate in the event of terrorist incidents. Provides that the result of such review should be made available to the Congress and the public in an unclassified form.

Urges the President to: (1) take actions in cooperation with the Congress designed to implement recommendations resulting from such review; (2) persist in his efforts to combat terrorism; and (3) announce publicly the determination of the United States to act firmly and decisively in pursuing every available legal means to eliminate terrorism and bring terrorists to justice.
