Presidential Advisory Panel for Coordination of Government Debt Collection and Delinquency Prevention Activities Act of 1985 - Establishes a Presidential Advisory Panel for Coordination of Government Debt Collection and Delinquency Prevention Activities to: (1) evaluate Federal policies on debt collection and delinquency prevention; (2) develop and recommend uniform policies and procedures; and (3) establish training manuals to increase the efficiency of employees involved in collection activities.

Directs the Panel to submit a final report to the President and the Congress within 18 months after its first meeting. Terminates the Panel 30 days after submission of such report.

Authorizes appropriations.
